               WHC M.E.Ch.A. Constitution

                                          

 

Article I: Name of organization

 

Section 1: The name of this organization shall be Movimiento Estudiantil Chicano de Aztlán (M.E.Ch.A.)

Section 2: The official symbol of this organization shall be the eagle with its wings spread, bearing a macahuittle in one claw and a dynamite stick in the other with the lighted fuse in its beak. The acronym M.E.Ch.A. shall be above the symbol with the phrase "La Union Hace La Fuerza" below.

 

Article II: Organizational Goals

 

Section 1: 1. To strive for educational, cultural, economical, political, and social empowerment within the Chicano community in order to liberate nuestra gente; 2. To undertake the responsibility of retaining our identity and furthering our cultural awareness; 3. To undertake the responsibility of uplifting and mobilizing Chicanas and Chicanos through higher education; 4. To implement plans of action concerning Chicanas and Chicanos.

 

Article III: Membership

 

Section 1: Any student of West Hills Community College is eligible to join the organization.

 

Article IV: Officers

 

Section 1: President

1. Shall run the meetings
2. Call special meetings
3. Oversee all committee activities

 

Section 2: Vice President

1. Assume the duties of the president in his/her absence

2.    Oversee all committee activities

 

Section 3: Secretary

1. Keep accurate minutes of all meetings
2. Act as correspondence clerk
3. Keep record of all activities

 

Section 4: Treasurer

1. Handle funds and finances for the organization
2. Keep financial records and collect dues
3. Always have accurate financial reports upon request

 

Section 5: Committee leader

1. Reporting to the vice president of progress
2. Any conflictions between members report the meeting for discussion

 

Section 6: Publicity Chairperson

1. Advertise meetings and activities

 

Article V: Members of M.E.Ch.A.

 

Section 1: Mechistas

1. Participate in club committees best suited for them & club activities
2. Promote hermanidad, to feel as a familia among your Chicano brothers and sisters
3. Promote our culture
4. Every member in the organization is a crucial part to the club, we are all one unit

 

Article VI: Meetings

 

Section 1: Meetings shall be held once a week at 12p.m.

(Time and Day will change for every semester)

 

Section 2: We will meet twice in a week if we are planning an activity

 

Article VII: Voting Procedures

 

Section 1: Motion a subject

1. A member must first motion the subject;
2. Then another member seconds the motion;
3. Then the motion is voted on

 

Section 2: Members shall be active members to be eligible to vote

Eligibility

1. Shall have attended every meeting'
2. If not attend has to report to an officer before-hand

 

Article VIII: Impeachment and Replacement of Officers

 

Section 1: Purpose of Impeachment

1. Impeachment of officers is based on failure to perform duties
2. Officers may be impeach because of misuse of his/her powers

 

Section 2: Purpose of Replacement

1. 3 unexcused absences will result in the replacement of an officer
2. Conduct is inappropriate

 

Section 3: An officer may be impeached only under the following conditions:

1. There must be quorum (2/3 mehcistas) present during impeachment
2. A vote of 2/3 membership required to impeach
3. Prior to impeachment, there must be one weeks notice of intent publicized

 

Section 4: An officer may be replaced under the following conditions:

1. The position will be assigned to a club executive officer until an election is held
2. An election will then be held with a 2/3 vote

 

Article IX: Advisor responsibility

 

Section 1: To help members carry out goals and activities of the club
